I believe that American conservatives have been guided by a number of factors to focus on the Hispanic vote.
1. The complete domination of the conservative media by the GOP has locked them in this mindset.
2. The founding of a Latin-American outpost of the GOP, the Republican National Committee, has made them think their voice is not needed there, or even wanted.
3. The domination of the Republican Party by conservative-leaning Hispanics, the Koch brothers, and a few other powerbrokers in the party, has convinced them that the GOP is more likely to win Hispanics' support if it is anti-immigrant.
The GOP has a great deal to gain from this strategy. It enables them to continue casting their Latino opponents as the henchmen of the Obama/Democrats. It also makes it hard for the Dems to run effectively against "the party of Reagan."
4. Some liberals have taken up the cudgels for these conservatives. They’re especially vocal on TV: Rachel Maddow, MSNBC; Bill Maher, HBO; Joy-Ann Reid, CNN; Jeffery Goldberg, The Atlantic. These voices have convinced a few progressives that the Republicans are better for the downtrodden and downtrodden Hispanics, and that the GOP is actually going to make a difference for them. This greatly weakens the left.
5. The idea that conservatism is necessary for survival was taken up by a number of very conservative Hispanics, and given credence by the MSM.
6. A number of conservative Hispanic scholars have convinced others that the Hispanic vote is safe for the GOP.
